really ab to BPSC lagta hai honest result bhi de paayegi? sirf optional kam krne se kya ye UPSC ko matck kr paayegi? It is shameful that BPSC linger on & delaying result which points finger on efficacy of this constitutional body. These are few reasons that results published sub judice in court of law & directly hurt the image of Bihar % act as a deterrent for any serious & honest Civil service aspirant.

I hope, BPSC overcome this issue & present its impartial & transparent image in a time bound manner

The marks to be secured in mains exam for an interview call could be around 725.The past trend indicates that 800+ marks in mains and 100+ marks in interview could reward with DSP or SDM service. Both HISTORY And PUB.ADMINISTRATION. are high scoring. 575-600+ in the above subjects are necessary. Also, in GS ,I believe,230-240 marks are necessary. ….ONE PERSONAL VIEW:A STUDENT FROM BIHAR MUST GET FIRST RANK AND TOP 100 RANKS in 56-59 BPSC CIVIL SERVICE EXAM.

In GS 1& 2, 155+ and 145+/_marks respectively have been secured. Hence,BPSC does reward with high marks if answers are well attempted. Reportedly, around 13,000 students have appeared in mains exam(BPSC).Therefore, six months are good enough to evaluate the answer sheets. There is no rocket science in evaluation process. For example,in UPPSC,nearly 9000 answer sheets are evaluated within five months and results are declared. BPSC may have prepared the results. When the results would be uploaded on the website is a big question…..AN EARNEST APPEAL TO THE BPSC:’PLEASE DECLARE RESULTS SOON’ …………GOOD afternoon Patna.

As far as mains result is concerned, we can expect it in the month of April. However, it is “BPSC”- so uncertainty will be there. Maintaing Temperament & nurturing it is in itself a rigorous exercise which requires motivation . As far as interview is concerned, what i suppose that one should have clarity & vision in respect of problems perpetuating in Bihar such as poverty, illeteracy, child labour, naxalism, education(GER etc.),flood crisis(mitigating measures), disaster management, skill development etc………These are the food for thought for all aspirants.

Many questions could be asked about frequent floods and draught in North and south Bihar respectively;poverty reduction measures;public order, etc. ‘Seven Nischay’ programme in Bihar,if implemented properly, can boost the speed of development in Bihar…….Instead of remaining pessimistic about the exam process,we can smartly utilise this platform to generate and exchange ideas, learn from each other….I fully agree with MSA’s views.

How one can say I am scoring 130 of something else?

My evaluation regarding the mains examination is that the papers were not easy compare to previous year this time the standard of bpsc questions was at par of upsc question. Therefore lots of candidates failed to express themselves according to the demand of question. So I think the if evaluator checked copies according to the demand of question it would be difficult to score 750.

I have appeared in this mains with philosophy and pub admn and but I am failed to evaluate myself.

Last time due to philosophy menace I failed to pass mains exam with the margine of 23.

Three, untreated sewerage, industrial effluents must not be drained into the Ganga.Four, citizens must commit to keep the river clean,e.g.,not immersing idols, plastic bags, etc. Five, media and civil society can create awareness about the aforementioned points. Regarding ban on Alcohol In Bihar: another sngle
    1. WHO outlined that nowhere in the world complete Alchol ban has been succesful. Even USA banned in 1920’s but following Greta depression of 1930’s , it lifted ban on it. In India, Manipur also removed ban after 15 years on account of safe drinking

    2. There is huge probability of usage of Hoonch Alchol( toxic one) leading to catastrophe. some death has been noticed in Bihar also

    3. At border of Bihar, there is huge rise in price of Alcohol because of demand & supply theory

    4. Revenue loss to the exchequer especially state like Bihar where halfo of economy rung through agricultural farming

    5. loss of employment in the organised as well as unorganised sector

Nevertheless, the step taken by Govt. reflects it’s political will power towards social reform as Alcoholism was causing damage to not only adult but widely amongst child leading to their deliquency and rusting the youth’s future who are the future of India.

It is pertinent to mention here that the same scenario was in UPSC CSE-10.; candidates attempted question but failed to write up to the mark. Subsequently scoring was also low. This time the story repeated by BPSC. Therefore my doubt raised in this direction that this time scoring will be low or continue the progressive cut off as per record of BPSC.

An effective DISASTER MANAGEMENT is the key for development of Bihar. North Bihar faces frequent floods while South Bihar experiences frequent droughts. Standing crops are damaged; enormous damage to human life, property, infrastructure occurs.Eg.,Kosi flood in 2008 and consequetive droughts in 2014 and 2015. In addition,Cyclones,eg., in Feb-March 2017 have damaged agriculture in Kosi and Darbhanga divisions..Despite having BIHAR STATE DISASTER MANAGEMENT POLICY,2007 the state has been suffering from aforementioned problems…What can be done?……MSA’s views on alcohol ban are superb and deserve appreciation…

To deal effectively with frequent flood menace in North Bihar, multipronged steps are needed. 1) agreement with Nepal to build embankments along Kosi and Gandak rivers ;2)desiltation of the Ganges; 3 ) afforestation, as trees act as buffer during floods , among other steps. For draught mitigation in South Bihar, initiatives like 1)creating irrigation network,eg.Sone canal ;2)drip irritation technique;3)water harvesting etc.can be taken. Likewise, disaster warning system,eg.,for cyclone must be in place. The DISASTER MANAGEMENT:prevention, prompt response when disaster strikes, relief &rescue must reach timely in all villages of Bihar. We need to harness technology,eg.,mobile phones ,radio,t.v. to generate popular awareness about dealing successfully with disasters in Bihar.

    4. Awareness through other falgship prog like Beti Bachao-Beti Padhao, RTE-09 act
    5. Instituting Education camp esp. in rural areas and inviting some eminent personalities. In addition watchdog village committee should be brought in

Hence, special attention must be given to boost health infrastructure in villages. 1)more primary health centres ;2)more doctors and trained health personnels in village hospitals;3)affordable medicines and vaccines, among other steps.Similarly, open defecation needs to stop.Access to clean drinking water and food security are also essential .District level hospitals in Bihar should also improve aforementioned infrastructure. Corruption in Bihar can be fought through three means: one, people’s intolerance towards bribery and corruption. Two,political will to promote clean governance. And three, bureaucratic will to uphold constitutional values. RTI tool can be used by citizens to seek information about various government schemes, thereby promoting accountability. JANATA KE DARBAR ME MUKHYA MANTRI platform can be used by people to complain about corrupt bureaucrats. Declaration of assets online by politicians and civil servants in Bihar and anti corruption agencies scrutinising the same have created effective deterrent. The point is that empowered and informed citizens are best antidote against corruption,as in developed nations across the globe…GOOD MORNING PATNA…

See…… corruption is not oly problem of our aministrative wimgs rathe.
r deeply inrooted problem of our society. Therefore, it is aptly quoted in sociological context that there is ‘SANSKRITIZATION OF CPRRUPTION’
Therefore, it’s solution also lies on two fromts: appropriate Check & control measures & on Ethical ground:

Regarding former, optimist has given some points which is in practice in current time, But even then corruption has been hardly addressed. What, I beleive that unless the political will is not there in letter and spirit, status quo will remain. There are plethora of acts and policies but it is inadequate to redress the issue of corruption in totality. Reccomendations are many like lokpal/lokayukta, public charter, NGOs activism, de-bureaucratization etc….but only a gradual change has been noticed.

I leave here for you to think on ethical ground and measures required to weed out corruption.

To achieve double digit growth in agriculture,Bihar must taken multi-pronged initiatives.1)Economic measures:better irrigation infrastructure, easy access to hyv seeds, organic fertilisers, soil testing facility and easy access to market. 2)Social measures:urgent population control which will reduce fragmentation of land , improve literacy rate, especially in villages. 3)Institutional reforms:land reforms to consolidate landholdings, banks’ penetration in rural Bihar and crop insurance in the case of damage due to flood and draught. 4)Technology usage:mobile, community radio informing farmers about weather, new farming techniques and crop rates in the market. SINCE INDEPENDENCE,WE HAVE HAD SEVERAL FARM POLICIES BUT DUE TO POOR IMPLEMENTATION,THE AFOREMENTIONED REFORMS COULD NOT BECOME SUCCESSFUL. Secondly, questions were tougher than the previous prelims,eg.history questions. Therefore, general category cutoff may be between 90-95,probably closer to 90.Even if around 7000 students are to be selected, still ,taking into consideration the nature of questions, cutoff may settle close to 90….92….95…GOOD MORNING PATNA.

In contrast, reportedly, this time there is basically no opposition against results declaration. Probably there is no court case either. The BSSC scam could have compelled the BPSC to delay results ‘ declaration. The scam controversy has largely settled down with police and investigation agencies doing the needful. Hence,BPSC can declare results now. Moreover,SSC and BPSC exams are very different, which needs to be understood…..BPSC seems to be influenced by prevailing public perception. …I also have a feeling that once mains results are announced, the entire process of holding interview and subsequently, final results may be undertaken fast….

BPSC answer key is not entirely correct. At least, 6-8 answers need correction.Very few realise the impact of option E on the nature of questions and the cutoff marks. For example, anybody claiming to have secured 105 marks ,may after ans.key review, end up with 95 marks. Some incorrect answers are:1)about loosing membership of the house…..right ans.is 60 days.2)President COM.here correct answer is E.Reason is that options A,B &C are correct .3)power per capita in Bihar…BIHAR ECONOMIC SURVEY 2015-2016..203- 205 kwh.Hence option A is correct .4)GHG emission…why leave out CO2 emissions or fossil fuel.Though option 4 is correct but two other options are also correct. So,right answer is E…….LOGICAL ARGUMENT AND VALID SOURCES MUST BE SENT TO BPSC FOR MISTAKES ‘ CORRECTION……HAPPY SUNDAY TO DEAR BLOGGER FRIENDS WHO HAVE BEEN EAGERLY WAITING FOR THE DECLARATION OF BPSC MAINS RESULTS.

C)Access to sophisticated weapons.D)lucrative pay and service condition. E)Fixed tenures for higher police officers. If in BPSC CSE interview, members ask to introduce yourself, then, one of the best ways can be followed. A right chronology must be followed:1)tell your name….2)home village/city….3)about schooling in one small sentence….4)about college and graduation subject….5)and,about the dream to become a civil servant in Bihar…how you can bring positive changes in the life of ordinary citizens and so on….”IT’S NOT MERELY WHAT YOU SAY BUT ALSO HOW YOU SAY IT MAKES A VAST DIFFERENCE BETWEEN POWERFUL AND ORDINARY COMMUNICATOR “…..GOOD MORNING PATNA. ✌

Aiming to become a civil servant could be due to several reasons. 1)nurturing a dream since long.2)an opportunity to work at the grassroots. 3)to bring positive changes in the life of ordinary citizens. 4)challenging job ,and thus leadership skills tested.5)Job satisfaction. Unlike in private sector,in civil service, one can connect better with people,be part of policy process and work in diverse capacities,ie.,a generalist officer………..GOOD MORNING PATNA…..OFFICIALS IN THE BPSC HAVE BEEN THOROUGHLY ENJOYING THE RAISED LEVEL OF IMPATIENCE AMONG STUDENTS. Dear friends, the unnecessary delay in bpsc mains result has created lot of frustration among us. Further, there is no clarity about the date of its announcement irrespective of the fact that new vacancy has been notified as well as pre exam has also been conducted for the same. Moreover, bpsc is also not responding properly on the issue.

Ques 1) What is the meaning of HISTORY? 2)Why you’ve chosen History optional? 3)What’s the use of this subject in civil service? 4)Whis portion of HISTORY do you like the most and why? Also, Bihar specific History questions are being asked. History is about events having occurred in the past.A student could have deep interest in knowing historical events and people.History gives us wisdom.Eg,Ashoka’s welfare policies consolidated the Mauryan Empire.Hence, today’s bureaucracy,if implements development policy properly, can win trust of people. Likewise, administrative policies pursued by Akbar and Britishers- positive and negative- can serve as a guide…
……Modern India,to me,is most interesting. The reasons are:1)more contemporary in nature.2)more authentic and verified informations in contract to Ancient and Medieval period.3)presence of personalities like Mahatma Gandhi,Rajendra Prasad who were architects of modern India……GOOD MORNING PATNA.

Yesterday witnessed most busy traffic on this web page.Atleast 20 posts were uploaded, registering diverse views. I drew some conclusion from the above. One,blogger friends are positive in nature and maintain optimistic attitude towards exam process.I salute all of you for that. Two,I wish all bloggers on this page to secure an interview call in 56- 59 BPSC,CSE. Three, there is growing concern about inordinate delay in results’ declaration. I fully agree with my friends that BPSC’ s slow working defies logic. Four, though BPSC is an autonomous and constitutional body, yet political interference in its working is well known. What should have been a smooth and timely process- results’ declaration- has been made to appear as a rocket science. Five,BPSC should learn from the work culture of UPSC or for that matter UPPSC…….EVEN THE MOST OPTIMISTIC STUDENT WOULD BE COMPELLED TO CRITICISE BPSC,THANKS TO ITS STRANGE DELAYING TACTICS .Notwithstanding problems with BPSC,I have faith in this body.I sincerely hope that coming days bring positive news and an interview call for us….GOOD MORNING PATNA.

Public administration is a means to set specific goals, coordination of human resource to achieve the well being of all citizens. A student having this optional gets to understand government’s functioning closely.Eg.,how a public policy is formulated, its implementation, monitoring and so on.The issues of bureaucracy, leadership, motivation, among others, are part of this subject. Once a student clears BPSC exam, familiarity with aforementioned issues will make things little easier,as an officer. However, the practical dimensions of public administration can be best understood once you start working at the ground level. …..Once you tactfully persuade interview board members to ask few questions from this subject, you can perform really well……….GOOD MORNING PATNA.

In BPSC interview,a question could be asked: tell us about your three strengths and three weaknesses. The question is tricky and therefore, answer must be prepared in advance.Similarly, they could ask about your hobbies..Interestingly,they ask to tell your roll no. in word format…….A word of wisdom to all my dear blogger friends: being critical of BPSC,excessive focus on results declaration -not in our control- will drain out precious mental energy.I fully agree that there are inexplicable delays, opaqueness in the exam process, defying any logic.Yet, countless students in the past have sharply criticised the exam process but to no avail.BPSC is not all being influenced by public perception, especially over the last two decades.Hence it is wise to remain on the right side of the fence and importantly, maintain positive attitude. Three strengths of a civil service aspirant could be discipline, maintaining calmness even during adverse situations and team spirit. Three weaknesses could be procrastinating attitude (sometimes), emotional at times and neglecting health. Tell only those weaknesses which can be easily corrected and are not serious in nature……Civil service preparation, especially BPSC preparation needs some time unlike engineering or medical preparation. In the former, uncertainty is higher. Therefore, one needs to have hobbies for breaking daily monotony. Hobbies help us to better cope up with failures which are inevitable during civil service preparation. Meditation, reading fiction/non fiction, long walks help to refresh mind and body, boost creativity….

Two,planning about the next week:prioritising goals, what portion of the syllabus to be studied, whom to meet, among others.Lastly,on holiday, unlike other days, doing something different ,eg, going out to watch a movie, dinner at a restaurant……HAPPY WEEKEND TO ALL MY FRIENDS. Simultaneous conduction of Lok Sabha and Assembly polls have advantages. One,election expenditure will come down. Two,policy paralysis ie. no policy decisions could be taken once ‘model code of conduct’ comes into force, can be solved. Three, governance suffers as all political parties focus solely on winning election…. Disadvantages include:democracy can suffer.Eg,if gov.either at the centre or in states loose majority before five years then would fresh election be held even in those states having stable gov….Likewise, given the enormous cultural and geographical diversity of India, forced election can undermine popular sovereignty………
…….Hence in interview, diplomatic stand:Sir,this is a debatable issue.Constitutional experts need to be consulted before taking any decision. Citizens’ supremacy must not be compromised.

Bihar elections have been adversely affected due to wide participation of criminals in elections.Interviewers may ask about remedial measures. 1)By political parties:not giving tickets to criminal elements;use of RTI; transparent funding. 2)Election commission:stringent action if candidates seek to intimidate voters;proper execution of model code of conduct. 3)Judiciary:prompt disposal of poll related disputes.4)Citizens:don’t vote for criminals, vote for clean candidate. 5)Civil society/media:sensitization of voters………Please don’t name any political party or leader while answering. Don’t support or oppose any political party. If asked about ideal politician, play safe…name MAHATMA Gandhi or Rajendra prasad.

    Simultaneous holding election challenges:
    1. Constitutional issue impacting soul of democracy in case of vote of no confidence sustained in Legislature , Since India does’nt have Germany model of governance where alternate leader of the house has to be simultaneously selected while rejecting the faith on present govt.
    2. Geographical issue is very important. Literally managing election affairs in Cold season in J&K, Hot season in Arid areas of Rajasthan and monsoonal areas of Eastern & NER is practically impossible since voter turnout will be very less besides ad’ve problems
    3. Regional issues are very prominent as Local parties has been given large mandate since last two decades on the local ground. e.g. inter state Water dispute issues. Holding simultaneous election may jeopardise thie issue subordinate to national issues
    4. Mood of the nation will be replicated throughout the country thereby may benefit any particular party , if election held simultaneously

A)Role of state gov.:create more job opportunities eg.tourism sector.;give special protection to schools and colleges so that youths become literate;diplomatic engagement with seperatists through carrot and stick policy .B)Role of police:while controlling protesters, prevent collateral damage;police high handedness must invite stringent punishment. C)Role of army:misuse of AFSPA should stop;better coordination with police;winning trust of citizens. D)Role of centre:respect article 370 in letter and spirit;generous funding to the state;diplomatic dealing with Pakistan to check terrorists’ infiltration. We can’t say that only illiterates are in support of this rule but even educated Muslims are practising this. As we see Some ill practices in Hindu communities as well. Without doing some grassroot level work we can’t imagine this practice be undo from society. Lastly, one quote of gandhi ji reminding me that region is opium for masses. So we have to first erase this dogma that this TT is a religious practice which can’t be done easily bcoz they claim(Muslim) that TT is part of shariayat law.

    Triple Talaq issue:
As such, TT seems to reflect tyranny of Muslim society against its women: But is it fair enough to quote it that Islam abhorred women development or its empowerment: Before giving one’s view ,one should research and analyse on basic shariah law for women which has given handsome reservation to women, long back e.g.
) Right of Inheritance to women is compulsory in Islam; long back 1400yrs back whcih is still not given in most modern society of Europe or elsewhere
    2) Marriage of one’s own choice whether boy or girl
    3) Pursued for Education is compulsory in Islam
    4) Killing of foetus is strictly forbidden irrespective of sex
    5) Islam doctrinate to remain steadfast for parents ,wife, relatives and teaches ethics harmonizing to create just and equitable societies
However, the issues of polygamy and TT needs wider understanding of shariah law and consultation from the national & international clergy. Misuse and misinterpretation of any religious books is biggest crime as it led to infusion of instigation in the society:

Muslim society should developed their own model code of conduct and may boycott such individual who practices TT against the Quranic doctrines. The issue instead of politicizing needs to be participatively and democratically resolved giving women their due

MSA’s views on TT are balanced and explores the complete picture…..Conferring SPECIAL CATEGORY STATUS on Bihar is necessary because 1)Bihar is one of the most poorest states in lndia. It’s per capita income is below Rs 40000 as against the national average of over Rs 90000. 2) Around 70%of its population is dependent on agriculture which is characterised by low per hectare productivity and production.3)Recurrent flood and drought frequently destroy crops, infrastructure in villages. 4)14TH FC has reduced funds’s allocation from centre to Bihar.(BIHAR ECONOMIC SURVEY 2016-2017).5)Many central sponsored schemes are, from now on,to be funded by the Bihar gov.6)7th Pay Commission will put enormous burden on the state……..This issue is highly likely to be asked in BPSC interview…….On this issue, please talk like an administrator not like a politician.

The most important benefit of GST is the sense of Cooperative federalism shown by each state in giving legislative nod. This is paradigm shift from early trend:
Ambit SGST: Stamp duty, state excise duty, land revenue income( agriculture & non agriculture)
CGST: Servie tax, excise duty, CenVAT, CST and other indirect taxes( Note apprx 60% tax revenue are generated through Indirect tax which is highly regressive as each individual/entity has to pay same tax irrespective of their income)
As far alcohol is concerned, it is outside GST, as the states were adamant for non inclusion. However, in near future , it is not unexpected that a consensus may be build up on it.

Bihar case for Backward region is very strong since 33% of its pop. are BPL and literacy level is also below national average. Bihar is also suffering through high DISCOM debt crisis and received only Rs. 1300 Cr fund against demand of Rs 6200 Cr from centre. This is creating huge financial crisis in state especially after banning alcohol. For a student staying in Delhi, invitation to a party can be an amazing experience. In Delhi, you get to see only locals, particularly landlords celebrating in parties. We tenants remain mute spectators .How we wish they share tasty dishes with us.Those eating tiffin food specially wish those relishing dishes
.Hence, in Patna,if anybody invites for a party, that means,a hungry man is being called. The target remains all non veg. items. The caterer gets alarmed by noticing a man with huge appetite.Nonetheless, reluctantly, the caterers serve dishes on demand. The host incurs huge losses by inviting a glutton.Once you secure service in Bihar,
the aforementioned problems disappear.Home cooked food enormously satisfies your appetite as well as soul…….GOOD NIGHT BIHAR.

The outreach of internet has also been expanding.Advantages include:1)democratisation of information, especially in villages at less cost.2)Better monitoring of gov.schemes eg.download picture of an official taking bribe and post on Facebook. 3) tele medicine, tele education. 4)popular campaign for political reform eg.Arab Spring. Disadvantages are:a)misuse by fringe elements eg.in Kashmir to provoke youths.2)Rumours eg.about BPSC mains result 3) social isolation of people, particularly kids who instead of interacting with friends in person, use online medium…I HAVE TALKED ABOUT ONLY WHATSAPP AND FACEBOOK .TRADITIONAL SOCIAL MEDIA PLATFORMS LIKE RADIO AND TELEVISION AND ISSUES RELATED TO THEM MUST HAVE BEEN READ BY BLOGGER FRIENDS.

Instances of cyber crime are hacking of websites eg.of Indian Defence Ministry by Pakistan based hackers, recently; banking frauds online;child pornography;cyber bullying and so on.IT ACT in India needs to be given more teeth for dealing with new techniques of cyber crime. Capital punishment is a debatable issue. Supporters of the same believe that death penalty acts as a deterrent against heinous crime. The Supreme Court has been awarding death sentence in’ rarest of the rare case’.When the crime is committed in most brutal and dastardly manner which shakes the foundation of civilized society, death penalty is needed. However, Critics argue that CP doesn’t create deterrent,eg.NCRB report says that incidence of rape has increased over the last four years since Nirbhaya case in 2012.Similarly,most of the countries – over 100-have abolished death penalty in favour of life imprisonment ………..AN EYE FOR AN EYE MAKES THE WHOLE WORLD BLIND.Therefore, notwithstanding the gravity of crime,a criminal must be given an opportunity to reform himself….IN INTERVIEW IF YOU GIVE LOGICAL POINTS EITHER IN FAVOUR OR AGAINST AN ISSUE,YOU PERFORM WELL.AS AN ADMINISTRATOR,YOU NEED TO TAKE A STAND ON SOME KEY ISSUES……GOOD MORNING BIHAR.

Despite limitations in the exam process,BPSC rewards quite generously for quality writing. Very few students realise whether they write attractive answers or not.How many of us practice answer writing consistently within stipulated time frame? How many of us get written answers evaluated by competitive students? How many of us ,instead of blaming everything, introspect on our weaknesses ant and try to remove them?.BEFORE THE MAINS EXAM,I happened to talk to a student in Delhi, having PUB.ADMN. as optional. He seemed confident.During the course of talking,he said that for this optional,he has not read basic books and that he has been entirely depending on coaching notes..I instantly understood the depth of that student……The point is that hard but intelligent work pays, not misdirected effort.

It aims to eliminate ruler mindset of politicians and highly placed bureaucrats. It seeks to bridge the distance between aam and khaas aadmi. Traffic rules would be better followed now.Having said that, banning beacon lights would reduce instances of misuse of power is highly doubtful. “power corrupts and absolute power corrupts absolutely “,remarked Lord Acton, the Chief Justice of US Supreme Court.Hence, change in mindset of highly placed is needed to become more ,responsible, sensitive and accountable towards citizens…….GOOD MORNING PATNA.

Eg.in my village in Begusarai, pucca road, electricity are present since around the year 2008.Most of the villages in Bihar have been developed under the CM’s leadership. If politics is guided by good governance in the state,Bihar can perform better than most states ……Some concrete policies need to be implemented in Bihar.1)population control:population density in Bihar is alarming. Consequently, existing resources are strained;fragmentation of agricultural land has taken place;unemployment is massive.2)Investment needs to come in Bihar;more industries needed as agriculture sector is over burdened……..3)Law and order has improved. Why people of Bihar are subjected to mockery and ridicule in cities like Delhi? There are reasons behind the same. A)Bihar was leaderless between 1990-2005.A leader – no price for guessing who- during this period made Bihar ,centre of mockery.Lathi, criminals dominated Bihar;JUNGLE RAJ prevailed. This man doesn’t knows how to speak. Unfortunately, illiterate voters of Bihar still support him. B) poverty is a bane of Bihar. Most of the slums in megacities have sizeable Bihar’s population. These people are illiterate, engage in menial jobs.As a result, they are treated with contempt. C)Bihar’s students’ conduct needs to improve. If I speak in Hindi ,I should speak correctly. Chewing tobacco, using abusive language, gossips ,if stopped, can command respect. We students are ambassador of our respective states ,outside…….

    Labour Law reform:
It is indeed need of the hour as there are plethora of laws which are sometimes ambiguous and contradictory initself e.g definition of child is different in factories act,1948, child labour ( prohibition & regulation) Act, 1986 etc. Further owing to lack of statutory status to collective bargaining impedes the process of dispute resolution mechanism and lingering the matter in tribunal. It is almost impossible for labour class to wait for verdict of tribunal since they are mostly daily wage earners and lack the facilities of social security assistance.

The above situation has given rise to unionism, which on some pretext is commanded by top echlons or reputed person of society whose interest are vested in it and have been hardly the platform of mediator in dispute resolution. Situations are aggravated by strikes and lock outs which directly hampers the economy of nation and investors are on the looser side.

This situation can be addressed by:
    – Bringing umbrella central legislation on LL and guiding states for effective conrol mechanism
    – Removing obsolete laws and unification of similar laws in one single law
    – social security laws for Unorganise labour
    – Fast track court and giving statutory status to collective bargaining
    – Enhancing Industrial democracy and strengthening workers participation in Management to prevent strikes and lock outs
    – Improving the no. of Inspectors and their training for control mechanism
    – Strict penalty on violators and giving some offences the status of non bailable like child labour
In brief, ecological and attitudinal change towards framing rule, implementing act and adjudicating shoud be brought in as an immediate measure

FACEBOOK is an effective medium to connect with the world. You can upload photos, write comments, share informations with near and dear ones. However, how many people use this social platform responsibly? Delhi University may start a workshop to teach students about proper use of Facebook. Sharing extremely personal photos, reckless comments, war of words between friends are some of the disadvantages of Facebook. Also, people have been excessively using Facebook, making friends who they have not met .Men posing as women and vice-versa could ,upon finding the truth, shatter many tender hearts!!!!! TECHNOLOGY IS A DOUBLE EDGED SWORD. Therefore, correct and planned use of Facebook can serve two important purpose:one, good social relation. Two,professional gains by connecting with relevant people……..GOOD EVENING PATNA.

Bihar has several places of historical and cultural importance. We like to visit a place which can thoroughly entertain us.You can visit Mahabodhi temple in Bodh Gaya. Rajgir is also a tourist destination. Enroute, you can visit remains of historical Nalanda university. Bhim bandh in Munger district has a wild life sanctuary. Kakolat waterfall in Nawada is much sought after tourist place. Valmikinagar tiger reserve probably in West Champaran is a place, you ‘d love to go.In Patna,Sanjay Gandhi National Park, floating restaurant on the Ganges can entertain you…….A WARNING:DON’T VISIT ABOVE PLACES DURING SUMMER.ELSE,EXCESSIVE SWEATING WILL TOTALLY DRAIN YOUR ENERGY….I happened to visit Rajgir in August 2014.No price for guessing what happened to me…..You step out of vehicle and oppressive heat takes a toll on you.Mazaa saaza me badal jayega!!!! Its better to prepare upsc cse 2017 than waiting for result of bpsc. Its my experience that bpsc rudely ruined any particular paper like Geo paper-2 and philosophy both paper in previous bpsc mains. How it is possible a candidate acquiring 130 approx in each paper will acquire 33 marks only in paper-2 of geography. One of my friend working as IRS have appeared two times in interview of upsc with the philosophy have acquired 63 and 97 in paper 1 and paper 2 respectively while his total marks was 710

The countdown for UPSC prelims-2017 has begun.I’d give few suggestions to blogger friends who are slated to appear this year in the exam.1)Maintain optimistic and positive attitude towards the exam.Believe that your preparation is excellent and that you can clear prelims. 2)Here onwards, devote maximum time to memorising and revision.Don’t read any new material now.3)Stay away from negative students. 4)Avoid discussion with friends on prelims related issue now. After exam, don’t compare your performance with others. If possible, don’t disclose your score. This strategy will help you in the long run.5)Practice solving question sets but not much.6)Whenever you revise any notes, introspect on the same.7)Visualise that you would be comfortable with most questions in the exam, that you’ll enjoy the exam……LEAD A SOLITARY LIFE TILL THE EXAM AND STAY CALM……..GOOD MORNING PATNA.

Believe me or not, for a professional working with MNC who wants to contribute towards society, it is frustrating to wait for such a long time. God knows how BPSC works. It seems there is nothing called economics and prudence, which even remotely applies to them. When a commission behaves like this, how can they interview prospective candidates!!! They themselves would be knowing deep inside, the uselessness of interview process. I am pretty sure, whosoever will be called for interview would be asked anything/everything nonsense under the sun and finally it will boil down to luck than competence or expertise. Bihar has lagged and will lag for many more decades. (though we would have enough exceptions and numbers to showcase/infuse new pride).

Anil K’s views aptly highlights the work culture of BPSC. Even a most optimistic student would find it difficult not to criticise BPSC.The vacancy for various government posts is released by the Bihar government, not BPSC.The commission is only mandated to conduct the exam. Therefore,BPSC is not doing any favour on students by conducting the exam.Even the expenditure for the exam is borne by the government, not BPSC……..Though the commission is a constitutional and an autonomous body, yet extreme political interference in its working exist.BPSC has had been held hostage to whims and fancies of politicians in Bihar. Therefore, the inexplicable delay in results’ declaration is due to several reasons. One thing is clear:for clearing BPSC exam, unlike UPSC, you need to have a tough mind.Merely being good in studies won’t help……GOOD NIGHT PATNA.

That, answer papers’ evaluation by BPSC follows certain guiding principles. Good writing skills are appreciated by BPSC.The same will hold true in 56-59 BPSC,CSE as well. Notwithstanding inordinate delay, papers must have been evaluated by quality professors.NO ONE CAN IGNORE THE MAGNETISM OF EFFECTIVE WRITING. Hariom Jee has rightly highlighted important facets of answer writing. Three things are crucial for attractive answer writing. 1)Direction:It means answering as per demands of the question. Reading the question again and again helps us to understand key demands of the question. 2)Points:Major points should be written in answers. In BPSC,a fine balance between traditional and contemporary points should be done, especially in optional like Pub.Admn…CONTENT IS THE KING. 3)Presentation: This includes, para and point format of writing, diagrams, handwriting, neatness and so on…….ONE NEEDS TO PRACTICE RELENTLESSLY TO MASTER THE ABOVE…….GOOD AFTERNOON PATNA.

WHAT YOU TELL TO YOURSELF,REPEATEDLY,WITH DESIRED FEELING,BECOMES A REALITY. Eg. you want to have confidence…….tell this word to yourself in the mirror repeatedly….After few days, you will witness significant increase in your confidence level. The same technique can be used to become a powerful speaker….When you speak before the mirror, you get the opportunity to evaluate your speaking style, speed, tone, facial expressions, body posture and so on.Hence you can always improve the above through mirror practice…..THE AUTHOR WRITES THAT MANY LEGENDARY SPEAKERS,EG.ABRAHAM LINCOLN,WINSTON CHURCHILL FOLLOWED THE AFOREMENTIONED TECHNIQUE……DO YOU THINK THAT THE ABOVE CAN HELP YOU IN BPSC INTERVIEW PREPARATION?

It is astonishing how students can score 99% marks in class 10 & 12 exams.CBSE , in particular is very liberal in awarding high marks. In contrast, Bihar class 10 & 12 (government schools and colleges) students can not even dream of scoring over 95%. It’s not that students of government schools and colleges are less talented than convent school students. The marking pattern makes all the difference here. That said, nobody is really bothered about stark difference in marking pattern in above context.Students can get admission in prestigious colleges only when they score above 90% or 95%. …….The girl topper in class 12 of Patna Zone – a student of St.Joseph convent school,Patna- has few crucial things to say ,which can benefit BPSC aspirants as well. She studied 5-6 hours everyday; She reads leisure books during spare time; She is a blogger; She has been learning French language….Any wonder ,WHY SHE IS A TOPPER!!! Bihar Intermediate Results,2017 have raised several disturbing questions. In Science and Arts stream, nearly 70% students have failed. Strict enforcement of cheating free exam has revealed true picture of existing school and 10+2 education system in Bihar. Some unsettling questions would have been raised in your mind:1)Till last year, mass cheating was rampant.Hence, how many students deserved to pass in 10 and 10+2 exams? 2)Are the schools, especially in rural Bihar, providing quality education? 3)Are teachers, recruited by corrupt means, capable of teaching students in Bihar? 4)Gov. spends huge sum of money to promote primary and secondary education in Bihar. Is money properly spent? 5) Programmes like SSA ,BICYCLE YOJANA etc.. whether these schemes are being implemented to secure academic outcome or political gains?…….Even DAINIK JAGRAN which has mastered the art of praising the CM and the gov., is quiet diplomatic in its criticism of the above. . Now, nearly all the results of various exams in Bihar have come. What next? No price for guessing……obviously BPSC MAINS exam. Rumours are about mid-June for results’ declaration. I’m little worried about the attitude of Bihar’s students inability to accept failure with grace.Failed students of Intermediate exam ,resorting to march, dharna and violence is a classic example. No student is willing to accept his/her limitations and genuinely work to remove limitations. Instead, criticism of the system and protest are being witnessed in Bihar. Ironically, many BPSC students are also same as above. A focused student is not bogged down by failures and certainly does not engage in dharnas and protests. He makes cool calculation about failure, introspects and tries to improve his skills. Patna municipality elections have thrown superb results. Out of 76 wards, women councillors have been elected in 49 wards. First timers are over 80% of the total elected candidates. Youths have been elected in large number. Now these councillors should fulfill poll promises.I WISH HARIOM JI’S PREDICTION COME TRUE AND THAT WE RECEIVE AN INTERVIEW CALL………….GOOD MORNING PATNA.

Driving can be a good leisure activity. Moreover, driving skill helps to perform many task.In Patna, public transport is in poor condition. Hence,if one has a bike or/and four wheeler, you can reach any place conveniently at any time.Notwithstanding traffic problem, personal vehicle gives lot of comfort. You can take entire family- four in a car and seven or more in SUV- to a p ark, restaurant and so on. ……..Over reliance on driver can be torturous. Therefore, one should know to drive and understand basic functions of an automobile……… Driving is an art.Drive in control.Don’t compete with others.Use gears correctly. Don’t overuse clutch. Keep AC at 23 degrees for better mileage. Also, press accelerator smartly……don’t let it remain pressed for long while driving on highways. That also puts strain on engine…….PROTECT YOURSELF IF YOU DRIVE A CAR AS NO ONE IS AFRAID OF SMALL VEHICLE. DRIVE A TATA SAFARI AND YOU’LL FEEL THE DIFFERENCE……SIZE MATTERS. GOOD EVENING PATNA.

BPSC must have prepared the results. It may be looking for the right time to declare the results. The controversies regarding SSC and Intermediate results have been settled with investigation and litigation underway. We need to be spared of ridiculous rumours. Anybody saying that results ‘will ‘(not ‘may’) come in August is a patent lie.Ask about the source and that person will disappear. BPSC might not risk declaring prelims results before mains results.Else,it could be attacked- litigations- from two fronts, one, for prelims results and two , for mains results. Hence,I guess that mains results any day now. Probably, prelims results atleast 2-3 months after mains results. STUDENTS ARE IN HURRY BUT NOT BPSC. BE ALL SET FOR MAINS RESULTS ANY DAY. HAPPY SUNDAY. GOOD AFTERNOON BIHAR.

The inauguration of Digha- Sonepur rail cum road bridge is a milestone infrastructure project in Bihar. It will serve manifold purposes:1)connectivity between north and south Bihar. 2)easy link between Magadh and Saran division.3)seamless exit and entry movement of traffic from Patna and north Bihar.4)least pressure on iconic Gandhi Setu now. However,it bears mention that the bridge was completed in long 15 years. MORE INFRASTRUCTURE PROJECTS ARE NEEDED IN BIHAR AND MUST BE COMPLETED ON TIME. GOOD MORNING PATNA.

The farm loan waiver by several states has set a bad precedent for healthy credit culture in India.Honest return of debt will be discouraged. The RBI has warned of further NPA rise due to debt waivers. Using debt waiver to gain political dividends are obvious. But,real problems in agriculture are not being addressed. Though farm production has increased, farmers are not getting remunerative price for crops.Worse, input cost is not being recovered. Therefore, governments should diagnose the sympton of problems confronting agriculture and then, take actions in long term interest of farmers. IT WOULDN’T BE SURPRISING IF FARMERS IN BIHAR RAISE A BANNER OF PROTEST AGAINST THEIR PITIABLE CONDITION. Nitish Kumar must have anticipated the problem and hence need to nip the problem in the bud. The contagion of Maharashtra and MP and UP – debt waiver- should not spread in Bihar. GOOD MORNING PATNA.

Today is INTERNATIONAL YOGA DAY. There are eight parts of yoga.Dhyana (Meditation) is the seventh part of yoga. Performing meditation is an art. Sitting cross legged (lotus shaped posture), body erect ,eyes closed and breathing as deeply and slowly as possible. While exhaling, chant ohm……….softly.Visualise the word OHM written in front of your eyes and focus entire attention on it.THOUGHT PROCESS NEEDS TO STOP WHILE PERFORMING THE ABOVE. It’s not easy to control the mind. The mind by its very nature likes to wonder and deviate.Meditation is meant to tame the mind. You can’t achieve perfection in meditation. But,if you attain the level of good/ excellent, you will have controlled the mind.Concentration, confidence, happiness and depth in thoughts follow.BPSC ASPIRANTS MUST LEARN TO PRACTICE MEDITATION. MEDITATION IS NOT A DESTINATION BUT A JOURNEY; YOU REAP IT’S FRUITS SLOWLY BUT STEADILY. GOOD MORNING PATNA.

Patience and perseverance are two important keys to achieve success.BPSC has a long history of slow work process .Therefore,we must not waste our energy on things beyond our control.Instead, keep preparations of upcoming interview on track.Be positive. During spare time,I suggest, read two autobiographies:of Ruskin Bond, noted writer and Leela Seth, first woman judge of a High Court.. Remaining creatively engaged will, among other things, develop your personality. BPSC bashing and pessimism are recipe for certain failure. GOOD MORNING PATNA.

With the time of mains results’s declaration coming closer, blogger friends seem to have developed distaste for this platform. The extreme delay in results’ declaration is the chief reason behind this. However, exchange of credible news and logical views can and must continue on this page. It appears that prelims result may come before mains result. How BPSC would balance between interview schedule and mains exam is a moot question. As regards prelims results, two views are doing the round:1) intake of 9000 odd students for mains with cutoff around 90-95. 2)Intake of nearly18000 students with cutoff around 85-90. I’ve doubt about mains exam being held this year. You all may be knowing the reasons behind the same. Coaching institutions mislead students by claiming time bound exams schedules of BPSC. KEEP ON PREPARING FOR INTERVIEW. SCORING 120 MARKS IN BPSC INTERVIEW IS POSSIBLE- THIS MUCH MARKS HAS BEEN SCORED IN THE PAST. Therefore, with high competition at the interview stage, students need to give their best. The Presidential election has led to war of words between Mahagatbandhan leaders in Bihar.Do you find something interesting in this entire episode? JD (U) has put the RJD on backfoot. This despite the fact that RJD has more number of seats in Assembly as compared to JDU. THIS IS POLITICS. Nitish Jee is being wooed by NDA; RJD can’t do without Nitish Jee;Congress hates loving Nitish Jee. The point is that Bihar’s CM’s stature is presently at the peak. The CM speaks with restrain unlike motor mouth Lalu Jee.The CM’s personality gives the perception of credibility and yet,a master diplomat, expert in political maneuvering. INTELLIGENT AND SMART SPEAKING AND ACTION ARE SECRETS OF SUCCESS NOT ONLY FOR POLITICIANS BUT ALSO FOR CIVIL SERVANTS. GOOD MORNING PATNA.

That the BPSC will clear 56-59 exam process by this year should be a matter of cheer and delight. In government service, especially in Bihar,5-6 months of delay should not concern us much. The bottom line is: BPSC WILL HAVE TO DECLARE MAINS RESULTS,CONDUCT INTERVIEW AND GIVE FINAL RESULTS ,as per directions of the government. BPSC WOULD GAIN NOTHING BY SITTING ON THE RESULTS. LETS FOCUS ON THE GLASS WHICH IS HALF FULL PRESENTLY. GOOD EVENING PATNA.

Singh Jee’s views are accurate.BPSC may give less time to prepare for interview. Since, forms are being filled online, so ,unlike last time, this time process may be quick. We have seen many meritorious students fare poorly in interview because of complacent attitude. Though interview would be held for around 10-15 minutes each candidate, yet, meticulous workout is needed to perform well. Good Afternoon Patna.
